The Government Contracts Unit, in collaboration with the Continuing Education Unit at the College of Agricultural Engineering Sciences – University of Baghdad, organized a workshop titled:
“State Employees and Public Sector Discipline Law No. 14 of 1991 (as amended): Rights, Duties, and Appeal Periods Against Imposed Penalties.”
The workshop was delivered by Assistant Lecturers Ethar Basim Kareem and Noor Adel Ali, in the presence of the Dean of the College, Professor Dr. Ameera Mohammed Saleh, along with the Assistant Deans and a number of faculty members and staff.
The workshop witnessed notable engagement from both academic and administrative personnel. It focused on the concept of the public employee, the responsibilities assigned to them, and the nature of public service. It also reviewed the most important rights guaranteed by law, particularly financial rights such as salaries, as well as administrative and moral rights such as leave entitlements. In addition, it highlighted the duties that employees must comply with in order to avoid disciplinary accountability.
The workshop aimed to enhance legal awareness among staff by clarifying the legal framework governing the employment relationship, as well as explaining methods of appealing administrative decisions.
It also sought to promote legal culture by increasing awareness among academic and administrative staff regarding the legal framework regulating public employment. Furthermore, it clarified employees’ financial and administrative rights, including salaries and leave entitlements, in exchange for the duties they are required to fulfill. It also explained disciplinary provisions, administrative investigation procedures, types of penalties ranging from warnings to dismissal, and mechanisms for appealing decisions.
Moreover, the workshop contributed to improving institutional performance by enabling employees to better understand the limits of their authority and responsibilities, thereby fostering a work environment based on transparency, justice, and the rule of law.
At the conclusion of the workshop, the lecturers recommended strengthening legal awareness by intensifying training programs and educational courses for employees to explain the provisions of this law, ensuring that all staff members are fully aware of their rights and duties, which helps reduce workplace violations. They also emphasized the importance of fair implementation of the law through strict and transparent application of legal and disciplinary procedures, while guaranteeing employees the right to defend themselves and appeal decisions, in order to create a fair working environment.
They further recommended incorporating the law into employee qualification programs by integrating topics related to job discipline into the preparation and induction programs for new employees, in order to establish sound legal principles from the outset. Additionally, they stressed strengthening cooperation between administrative departments and legal divisions to ensure that disciplinary actions are implemented on proper legal grounds and to prevent any violations or misuse of authority.
This activity contributes to the achievement of the Sustainable Development Goals (SDGs), particularly Goal 10 (Reduced Inequalities) and Goal 16 (Peace, Justice, and Strong Institutions).
